EADS North America announced on Monday the appointment of David R. Oliver, Jr. as Executive Vice President and Chief Operating Officer. The appointment is effective immediately.
In this newly established position Mr. Oliver will have responsibility for the full scope of operations of EADS North America including all marketing and business development activities of the company. Mr. Oliver reports to the Chairman and Chief Executive officer of EADS North America, and will be located in the Washington DC offices of EADS North America.
Mr. Oliver has a diverse career including extensive experience in government, industry, and the military. Immediately prior to joining EADS North America, David Oliver served in Iraq as the Director of Management and Budget for the Coalition Forces. Previously, he served as Principal Deputy Undersecretary of Defense for Acquisition, Technology and Logistics, a position he assumed after having worked as an executive at Northrop Grumman Corporation. Mr. Oliver completed a distinguished career in the US Navy in 1995, retiring as a Rear Admiral.

In his most recent government role, Mr. Oliver served as a senior member of the staff of the Coalition Forces in Baghdad. As the Director of Management and Budget, he was responsible for formulating and implementing policies for economic restructuring, including establishing currency, tax, foreign investment, industrial and privatization policies. Prior to his service in Iraq, he was President of Dave Oliver, Jr. Associates, representing major aerospace, service and venture capital companies. At the same time, Mr. Oliver served on the Board of Directors of several public and private companies, and taught Leadership and Management at the University of Maryland.
From 1998 to July 2001, Mr. Oliver served with distinction as Principal Deputy Under Secretary of Defense for Acquisition, Technology and Logistics. In this capacity, he was responsible for U.S. industrial trade policy with Europe, Australia and Far East. He also oversaw the Program Review, Strategic and Acquisition strategy for all defense programs, including policy development with the National Security Council and Office of Management and Budget on export control and computer trade, as well as Contract Management, Acquisition Policy Training and Reform, and Small Business programs.
From 1995-1998, Mr. Oliver served at the Electronic Systems Integration Division of Northrop Grumman in Baltimore, MD, (previously the Westinghouse Electric Systems Group). His positions included Program Manager for Recuperated Gas Turbine, overseeing the program review and strategic and tactical planning for Naval and Radar systems.
In the Navy, Admiral Oliver served at sea aboard both diesel electric and nuclear submarines. He commanded a nuclear submarine and two submarine groups. He also served as Principal Deputy to the Navy Acquisition Executive and was responsible for the review of all Navy and Marine Corps programs. He also represented the Secretary of the Navy and Chief of Naval Operations on Base Realignment and Closures programs. David Oliver retired from the US Navy with the rank of Rear Admiral.
David Oliver is a graduate of the United States Naval Academy and earned a Master of Arts in Political Science and International Affairs (Middle East) from American University, Washington, DC. Mr. Oliver is the author of numerous leadership articles published in US Naval Institute Proceedings, and three books: Lead On: A Practical Approach to Leadership (Presidio Press, 1992), Making It in Washington (Trafford Press, 2003), and a biography of his wife, Wide Blue Ribbon (Trafford Press, 2004).
Mr. Oliver’s military honors include the Defense and Navy Distinguished Service Medals, and the Legion of Merit with Silver Star. He is the recipient of the Department of Defense’s Distinguished Public Service Award with Bronze Palm, and the Secretary of the Navy’s Distinguished Public Service Award, in addition to the U.S. Government’s Exceptional Civilian Service Award.
